There's no reason for an OTT streaming service to do something like this. The only reason why it's done is so they can sell more commercial slots on a linear channel within the half hour constraint. No such restriction exists with OTT streaming.

B12 video is still normal speed on the Hulu version, but I have noticed that earlier episodes have the TV rating bugs hard coded into the video. Watched "Joint Custody" yesterday and the payoff to Roger and the bag of cat food makes me laugh just as hard now as it did 16 years ago. His shocked/terrified expression before silently jetting off-screen, it's perfect.

The subtitles are burned into the animation, but it makes sense to have a clean master copy where they can burn in, say, French or Spanish for the releases in those countries. Hulu doesn't really have much control over it, they can only show what was given to them.
