I've seen some old 1970s era footage of the exact same practice used in the Rust Belt and yeah, it's basically impossible to clean up afterward. You end up with a thick rear end sheet of whatever the underlying base soil was and a huge layer of economically nonviable slag on top and its pretty much impossible to remediate.

ironically the slag from modern scrap recycling minimills is significantly worse ecologically than primary production slag, there's not much to that besides limestone and quartz and it grinds up into concrete & roadbed aggregate real nice and somewhat easier than natural rock because of all the gas inclusions. The recycled stuff cooks out all the exotic metals the input steel was alloyed with like chromium and manganese and becomes a contamination hazard.

Slag is extremely good as an aggregate in concrete, not only is extremely basic (which helps keep reinforcement steel in good condition) but its also pozzolinic so over time reacts with water to make the concrete stronger. Also as an aggregate in itself its very good because shock granulated slag has lots of nice rough surfaces that bite together well. If slag isn't being shock quenched and then ground to do this its an extreme waste imo, its literally better in every way than portland cement, and is a waste product from another industrial process.
