I am not sure about Laos and Cambodia but I wouldn't be surprised if they were. The thing is, army doing civilian business with whatever resource they had to figure out half of their finding was a major characteristic of 80s China. Deng allowed it and encouraged it. It was part of the reform policies. Post-cold war Russian military was doing the same thing at the same time. But Jiang started pulling back those policies and it pretty much stopped by the 00s.

Absolutely yeah, about same as with Gough but they relied on byzantine party politics instead of a more regular coup this time. Weirdly enough he ended up coming back to become PM again like week before the election he then lost where I'm pretty sure people thought there must have been a mistake on the ballot.
