It's an evap (swamp) cooler that uses a giant brick tower instead of running an electric fan for air circulation, which is ofc more reliable.
Great and very efficient if you live the desert and have access to cool, running water. You have to retain and reuse the vapor somehow yeah, or it'd be quite a waste :)
The 'quanat' in the picture does that, the water condensate would just accumulate and drip back down from sewer walls.
I'm not sure how well that could scale to a city of millions though.

they still are. you'd be shocked to find out how many "decorative" ponds and water features are actually there as hidden heat sinks.

a good indicator is if the fountains are still running during a drought. water conservation laws have exceptions for features that are part of a cooling/heating system

yeah i've been wanting to open my windows up so i can cool the house down at night and not lean on the a/c so hard but every evening im like no the air sucks out there i better not

i made one of those furnace air filter cubes a while back and i just blast that thing on high in the living room on the days i have to drive into the office for work, because its kinda loud.
