It's an evap (swamp) cooler that uses a giant brick tower instead of running an electric fan for air circulation, which is ofc more reliable. Great and very efficient if you live the desert and have access to cool, running water. You have to retain and reuse the vapor somehow yeah, or it'd be quite a waste  The 'quanat' in the picture does that, the water condensate would just accumulate and drip back down from sewer walls. yeah i've been wanting to open my windows up so i can cool the house down at night and not lean on the a/c so hard but every evening im like no the air sucks out there i better not i made one of those furnace air filter cubes a while back and i just blast that thing on high in the living room on the days i have to drive into the office for work, because its kinda loud.
