I've used one (not the one in the ad), it's handy when you need to fill a big work machine's or truck's tank from a can and it's too wieldy to precisely pour straight into the tank. Sure you could use it for crime, but there are also tons of legit purposes.  I haven't clicked the ad video because I don't want to give Mr. Twitler income, but presumably it's just a more gadget-ty, more expensive and more prone to break than any of a million other kinds of siphon pumps.

Use stabilizer too, if you care. (the mower won't) I keep my mower's carb fuel bowl empty between mows so deposits won't form, just shut off the fuel feed line and it'll run til it's empty and dies. Right now it like 3 extra minutes of holding the throttle open at the end of the mow, and should be less and less as I figure out how many more passes I can get with the fuel totally shut off.
