The best critique of SIOP I ever read was a brief story of "what if the Cuban Missile Crisis went hot?" SIOP was in effect at the time, and thanks to the Soviets getting a lucky shot off on DC, there was no one to say "uh maybe not". I won't spoil the rest of it.
