I presume it to be the same way politicians start to get all antsy and talking up deflections when there's tension in the air, the same way presidents start wars when their numbers are tanking, and the same way capitalism starts wildly spinning out distractions and consent-manufacturing in response to social tension even though more than 90% of it is run by failsons too stupid to read the room. Across a large enough number of people, you can divine some data from seemingly ridiculous sources.

way back when, studies were shared into the efficiency of N95s before, on, 1 yr after, and I think, 10 years after. there was some slight breakdown in efficiency at the 10-year mark but it still handily beat the n95 standard.

that’s all iirc of course. I’m sure someone more organized than me (can’t get my Evernote notebook into OneDrive and I hate it) has the article handy though. it was convincing enough that I haven’t worried about expiration dates on PPE since.

  • Testing the weaponized pathogen. Is your shiny new weaponized pathogen really a weapon, or is it a dud? How do you know, and how does your boss know?
  • Specialized delivery systems. What do you think will happen to a couple of hundred pounds of weaponized pathogen when the nose cone of the rocket it was loaded onto goes through re-entry? Yeah, it gets cooked. And you end up shooting blanks.
  • Testing the system: everything from pathogen growth through weaponization to delivery systems, as a total package.
This ends up costing a shitload of money, and you have to hire literally thousands of people. Tens of thousands, when you add in all the people doing utterly mundane jobs to support all the scientists, engineers, and military people.

And since you are going to break so many treaties it's not even funny, absolutely every one of your tens of thousands of hires MUST be vetted. Get this even a little bit wrong and you can end up with a Vladimir Pasechnik.

That game had so much wasted potential. Great premise, interesting ideas when it came to gameplay, and I remember it looking really great too, it just sort of fell flat.

(Also if you're looking for another XCOM like, Julian Gollop's Phoenix Point is pretty good. It's essentially XCOM 2, only more difficult, a little more oldschool, with the antagonist being Lovecraftian cosmic horrors instead of Greys. The DLC really smoothed out a lot of the criticisms people had of it at release.)

The woman who was shot is expected to recover. Police are not yet releasing her name or the suspect’s name.
