The US's sanctions on Japanese semiconductor industry was very successful and Japan promptly sent three Toshiba suits to jail for taking too much of the daddy America's market share. As a result, Washington thought every country is as easy to beat down and steal marketshare from as Japan. Maybe it was Japan playing 4D chess all along.
