Before the war, Russian required army service for all men aged 18 was mostly forced hard/slave labor. Very few get to actually do any real army stuff for that year, and usually, only those that can pay bribes get posted somewhere easy to oversee border security or something like that. If you're poor, it's basically a one-year prison labor camp (+ rape/abuse included).

Now at 18 you're obviously much more likely to actually get a gun and be sent to the front since there's an active war. If they need to replace the lost free labor they'll need to mobilize more people than what they're normally getting through the regular draft.

This is not proof that they are actually going to mobilize. It does make later mobilization easier, because of up-to-date information, so it might hint at it, but the whole mobilization talk could just be trying to swindle people into voluntarily enlisting.

On the other hand, that's exactly what I'd expect can-cooked bacon to look like. Reheating it enough to melt the gelatin should at least make it look like food. Still a fundamentally misguided idea, mind you.
