It's probably that Spotify pays higher licensing fees for an hour of 'podcast' compared to an hour of 'music', so they're paying more than they otherwise would just based on how people are categorizing their stuff. It's actually pretty clever of the people uploading podcasts of literal white noise, I'm sure they saw the difference in rate and figured out a way to make a quick buck. E: it confuses things that the article refers to the move as increasing gross profit, which makes it sound at first like they're doing it to make more money.
