It could just be a clumsy attempt at mimicking the lingo of the kids these days who are surfing the web on their bbses - it has a similar vibe to a lot of the made-up poo poo in "this is what your kid is saying online!" guides from the 90s. This whole arc feels like they heard about the concept of white hat hackers but know about as much as Charles Boyce does about computers.
