FRANKFURT, Aug 24 (Reuters) - The European Union's military leadership has expressed doubts that Ukraine will regain any territory lost in the war with Russia, according to German newspaper Die Welt.

"It remains questionable whether Ukraine's full sovereignty can be restored with the resources available," said Robert Brieger, chairman of the European Union Military Committee (EUMC), the highest military body in the EU which is composed of the 27 member states.

Regarding the Ukraine's counter-offensive, which has been ongoing since June, Brieger said he would be "cautious to expect a breakthrough of the Ukrainian forces through the Russian defence lines."

IIRC his father (grandfather of the two children) tried to sue the US government on grounds of the initial strike being unconstitutional, but had the suit dismissed because he had no standing because he refused to show up in person, citing concerns that the government would try to murder him. Concerns the court rejected as unfounded.

I think there was another guy that tried to sue the US government over being drone-struck, and he had to survive a second drone striking while the case was going through the courts

Andriy Yermak, Head of the Office of the President of Ukraine and a key adviser to President Volodymyr Zelenskyy, said the unity of Ukrainians was "unprecedented" as the country marks its Independence Day on Thursday.

In an interview with DW, Yermak spoke about Russia's war in Ukraine, the mood of the Ukrainian people and the level of support Kyiv has been receiving from abroad.

"Let's not forget that we were once given three days [to hold out against a Russian invasion], then several months. And now it is one and a half years, and we do not only defend ourselves but also liberate our territory," Zelenskyy's adviser said.

"It seems to me that we are close to victory," he added. "Nobody knows how long this period of time will last, but we have already come a long way."

Kyiv will not rest until "the last centimeter of Ukrainian soil" is recovered from the Russians, Yermak said, adding, "There is nothing that we wish for more than for victory and for peace to return to our land."

But when it comes to a possible negotiation with Russia to end the war, Yermak rebuked the notion of sitting down with Moscow while their troops continue to occupy any part of Ukraine.

"Our position is clear, it is known to everybody: As long as Russian troops are on our territory there can't be any question of negotiations," he said.


Slow progress in counteroffensive

Ukraine finds itself in the middle of a counteroffensive that began this summer. On that front, Yermak told DW that the Ukrainian army was making progress every day, although the advances have been slower than Kyiv wished.

"The reason is primarily that large swaths of territory are mined. Second, we still do not have enough weapons and the third reason is that we are different from the Russians. We think about our people," Yermak said. "The Russians don't, they do not count their soldiers. They are cannon fodder that they throw at the battle. They don't even collect many of their bodies."


Germany one of Kyiv's 'biggest supporters'

Yermak said his government was grateful for the international support that had galvanized on Ukraine's behalf since Russia's full-scale invasion began.

"Germany has become one of our biggest supporters. We have recently seen powerful statements from the minister of foreign affairs as well as the chancellor," he said.

"Today we have no questions about the support for Ukraine, not only within our main partners, the G7, the NATO members, the members of the European Union," Yermak added.

On the topic of nations in Africa and Asia that have been allies of Moscow and in particular, the BRICS nation group, Yermak said that many of them had voiced support for the territorial integrity of Ukraine.

"There have been many contacts in recent times including a visit by African leaders. I am convinced that this has changed their position towards this war, towards what is happening," he added. "It is a war between dictatorship and democracy.

Ukraine has a clear vision on how to restore democratic life in Crimea upon its liberation from Russian occupation, President Volodymyr Zelensky said in his address at the Crimean Platform on Aug. 23.

"Whenever Russia gets involved, violence becomes the norm. We will ensure the rule of law," Zelensky said.

"Throughout the history of Crimea, its ports and roads have been connected to Ukraine and the whole world. Russia has caused the isolation of Crimea. We will return the whole world to Crimea."

Ukrainian Foreign Minister Dmytro Kuleba stressed that the ongoing occupation of Crimea is a crime that must be and will eventually be punished: "A crime is a crime, no matter how much time has passed."

Zelensky said that Ukraine took the first steps in making the peninsula once again part of the global economy.

Companies like Ryanair and Royal Haskoning have reportedly announced their readiness to invest, and the restoration of Crimea "is supported by the World Tourism Organization and the World Council for Travel and Tourism, representing more than 200 companies," Zelensky noted.

Kyiv is hosting the third summit of the Crimean Platform, an international consultation and coordination format aimed at ensuring the liberation of the peninsula from the Russian occupation.

Since its inaugural summit on Aug. 23, 2021, it has gathered participants from dozens of countries in Europe, North America, Asia, and elsewhere, as well as non-governmental and intergovernmental organizations, including the EU.

According to Kuleba, this year's event has been joined by representatives of up to 67 countries and organizations, attending in person or via video calls. World leaders attending the summit have reaffirmed their commitment to Ukraine's territorial integrity and sovereignty, including the occupied peninsula.

"The sovereignty, independence, and territorial integrity of Ukraine are unquestionable," said Hungarian President Katalin Novak, whose homeland has been at odds with Kyiv over Budapest's amicable stance toward Russia.

"The liberation of Crimea and restoration of Ukraine's full territorial integrity are necessary preconditions not just for the security of the Azov and Black Sea regions, but also for the stability of the global security architecture," Polish President Andrzej Duda said.

As Ukrainian forces continue their efforts to retake occupied territories, Zelensky said that the main goal of the Crimean Platform is the liberation of the peninsula, hinting at a military pathway.

"We understand how we will return to Crimea... In the year that has passed since the previous meeting on the Crimea Platform, Ukrainian soldiers have done extraordinary things," the president said during the forum.

"Ukraine has shown that the liberation of our land during military operations is not an accident."

In recent weeks, there have been a number of reports of strikes and explosions occurring on the occupied peninsula, with Ukraine claiming responsibility for some of the incidents. Kyiv officials have repeatedly said that the goal of Ukraine's military efforts is the liberation of the entire country, including Crimea.

Russia has been occupying the peninsula since 2014 after the Euromaidan Revolution ousted pro-Russian President Viktor Yanukovych.
