It's both, the guys who settled the midwest genuinely had zero idea what they were doing and immediately ruined their own land. Despite being having seen their land get up and fly away directly into their children's lungs, a lot of dust bowl farmers were extremely resistant to New Deal agronomists trying to teach them how to not ruin the soil.
