When the Tet Offensive happened, the NLF troops attacking the cities had lists of people to be rounded up and killed- in Hue, where the offensive was most successful, this was enacted, which was one thing that generally shored up Thieu's support. I'm not sure South Vietnamese teachers are war criminals, but i'm sure there'll be some forthcoming explanation.

It could realistically be they are running low on missiles. They've been using a lot of more of the Iranian drones. But Ukraine has also been targeting a lot of the the infrastructure and equipment for drone strikes from Russia.

They went a bit hog-wild on Odessa last night, though that pales in comparison to their usual country-wide tantrums. They might genuinely not have enough of a supply of missiles and drones left to blow them all on pointless revenge strikes, though; if they do still have the ordinance then they're probably saving it to do more attacks on utility infrastructure come wintertime.

Some very good points have already been raised about supplies but also these revenge strikes are intended to smooth over losses to audiences back home, and that's probably having less of an ongoing effect. They claimed to have killed a large number of Ukranian and NATO troops, "including poles," whom they accused of coordinating the strike.
