Ready access to bite-sized chunks of instant gratification in the palm of the hand has done absolutely nothing for the attention span of young people (or adults). Unless the government is going to create some mandatory parenting laws about home screen time then school is as good a place as any to try to tackle it. Yes, this is a pressing issue because it involves the healthy mental development of the next generation.

Apparently she's now saying it won't be law but a 'recommendation'. Schools have been dealing with the issue of mobile phones in classrooms for a couple of decades now.

Yeah, schools have been able to put in place restrictions on when children could use mobile phones in school for a long time already. So it just comes across as another non-policy announcement for something that already exists. Presumably it polls well with anyone that has no idea about schools though. Yet another thing the British Public are misinformed about.

Otoh while there are negatives to having phones there are also lots of good reasons a kid might need one - being able to contact parents etc. You don't know what individual circumstances are affecting any given kid outside of school. Seems very silly to have a blanket ban rather than just have things as they are now where teachers can say 'don't use them in class or we'll confiscate them till the end of the day'.

The problem with this is the same as the problem with a lot of other 'leave it up to the schools' things. Schools don't have the necessary power to actually do that, if a child refuses to hand in their phone, if a parent sides with their disruptive child over the school what does the school do? Expecting teachers to enforce a rule off their own authority when they are hamstrung by conflicting obligations and duty of care is just a losing proposition. And w.r.t individual circumstances, that is a responsibility for the adults (or past a certain age the young people) to communicate as to the reasons, but the default position should be 'You don't need this unless...' rather than 'You can have this until...'

Teachers probably spend an unbelievable portion of their daily time and energy battling with kids over phone. You could easily implement some kind of system where the phone comes to school but gets put in a locker until break time, I don't think that especially Stalinist personally

By the time my eldest was in year 10 tacit use of smartphones in the classroom to look things up etc was encouraged because it allowed use of IT equipment that might actually work reliably
