The current Dem strategy is to hope that the electorate continues to not care about immigration issues all that much, or at least not much compared to other issues.

Running for President as an independent is not really a good way to make money unless you have a book coming out or you manage to parlay that fame into something more lucrative. He already makes a significant amount of money. Granted, he has some large debts, but that isn't due to an income problem.

I doubt Cornell West is doing running for President specifically to make money. Running for President is a good way to get free air travel to campaign events and free food, but not a great way to increase your personal checking account.

The long-term Dem strategy is to pass major reforms of the immigration system, and heavily invest in the parts of the system designed to let people in rather than keep them out.

There's no telling when (or if) the Dems will ever have enough votes to do that, though. There's also the problem that the US electorate generally doesn't feel all that strongly about positively reforming immigration, but the "build the wall" folks are extremely dedicated by comparison.

Objectively Cornel West and the Green Party would make a much better effort together then apart, unless there's some other vaguely credible candidate waiting in the wings. I'm guessing this, much like RFK Jr. abandoning the Democratic primary is just the effective end of the campaign even if the candidates themselves don't know it yet.

That isn't the behaviour of someone who "wants to be president" and meets those priors, so it has to be something else. Being a charlatan or grifter is the standard something, the folks running for pure ego tend to do it as one of the main parties. So why would he be running?

Defaulting to the standard assumption seems reasonable if no other plausible alternative exists.

In fact, running as an independent rather than seeking the Green party nomination is hindering, not helping, his chances for office. The greens are on the ballots in 21 states (I think). That's why I assumed he couldn't win the nom, because you wouldn't leave to run as an Ind.

There are at least four relevant documents in the border wall thing. The first is of course the DHS secretary announcement that got people talking. Back to that in a second. The second is a Biden presidential instruction from the first weeks of his presidency basically boiling down to "state of emergency dumb, using other funds for border wall dumb, we won't be doing that". The third is the 2019 appropriations one whose existence probably should be better mentioned in these articles. (specifically Div. A, Title II, sec. various above 231. hooray omnibus appropriations)

which in turn makes reference to 2018 appropriations, so this is turning into a bit of a rabbit hole

If i'm reading this and sigh the repeatedly amended IRIRA correctly, this is a "shall" situation not a "may" situation. In fairness, CNN reported Mayorkas saying the same thing.
