It was designed to prevent the Israeli population from ever feeling the consequences of relatively minor incursions into Palestinian areas. Each battery can intercept, iirc, about 40 rockets. Iron Dome basically serves the same purpose as the border fences and walls - not a real defence against an enemy you take seriously, but something to keep the boot on the neck of a captive people.
