It's really just summer camp. However, the parts that remain are in dire loving straits, so I guess you could say they traded a functional conscript military for a politically and socially undisruptive one, the result being if they actually have to go to war everybody has to eat cans of plain tuna and the Gaza division is overrun on the first day of the war.
