Building a Generator is exhausting and dangerous. When people are not overworked, they will make less mistakes. A Short Shift reduces the workday in an affected Generator Construction facility to eight hours only. This raises workplace safety by one level and leads to Work Standardisation.   Finishing such advanced construction in these conditions is a monumental task. People will get more done if they work longer shifts. We can accomplish our key goals twice faster if we throw twice the manpower at them. Conversely, Extended Shift or Two Shifts will allow extended workdays, meaning the job will be done in a shorter amount of time. The former would lead to Extended Shift Compensations while the latter would allow Shift Work Coordination.  Enforcing safety procedures will compel people to work with less haste and greater care. This will temporarily improve safety in a workplace at the cost of efficiency. Safety Procedures will make work slower but safer. This would allow for After-Hours Equipment Maintenance.  We could use the newest experimental medicines to treat the gravely ill. Finally, a Dispensary could be built to treat those who fall gravely ill from poor conditions. Please bear in mind when you mark your preferred options that Short Shift and Safety Procedures are the only currently available laws that will fulfill the promise to improve workplace safety. Shorter shifts Cutting a work shift from 10hrs to 8hrs should only incur a 20% efficiency loss as opposed to the 25% of safety procedures, all while achieving the same results without the need for a cooldown period. Also I don't remember if using SP affects all buildings or just one, but if it's the former, then Short shift would also allow more precise control. this may seem like a purely "nice guy" decision, but that doesn't mean it can't be a good one too.

Honestly this scenario has a lot of revised implementation that I think is genuinely better than the base game. The shifts is a great example of it - the ability to assign multiple shifts is so powerful and logical it's bewildering that the game doesn't have it in the main game. Hunting, likewise, is honestly more interesting in Last Autumn than it is in the base game, having to track specific herds and locate food sources. (I also like the Last Autumn thawed overworld map a lot and kind of wish there were like patches of green or periodic thaws in Endless.)

In-universe, Last Autumn is set just before global cooling really takes off and Earth turns into a giant ice ball; the other scenarios happen in the first year or so of the endless winter, and Endless Mode and Frostpunk 2 are what happens after that. No-one is going to see any greenery for a very long time, barring a miracle.
