OSB works pretty much exactly the same way as the usual Cemetery law, and drops motivation a little when you sign it. Repatriation, on the other hand, gets you to build a Morgue, through which you can build coffins for dead bodies and send them back on the same transport ships which bring in new workers.

Sir, an explosion in the generator's foundations caused a tunnel collapse, trapping several workers.
Unfortunately, we can't send a rescue team, since we don't have one. Due to low priority given to workplace safety in the shaft, the crews working there lack adequate training.


1402. Something went catastrophically wrong underground. Five workers were trapped by a tunnel collapse. Fortunately, none of them were harmed, and we were able to safely rescue them, at the expense of some progress on the shaft assembly.


This disaster seems to have fortified the resolve of the rescued workers, who are determined to get back to where we were before, but others are quite shaken by the incident.

After explaining my five-step plan to improve safety conditions for all IEC employees, the strike leader was mollified enough that work could resume. This brings up a troubling concern, however - if the workers got it into their heads to strike once, they could do it again.



The first strike is over, but it won't be the last. We need to address the labour issues if we are to finish the generator on schedule.
Workers would like to be given a voice and be involved in decisions, while engineers promise you results if you rely on their proven expertise.
Will you empower the workers and establish the Labour Union or strengthen the engineers' role and build the Factory Inspectorate?

Representative Howard: Friends and... guests, welcome again. In the past forty-eight hours we have made great strides, won hard-earned victories, and yes, suffered setbacks. We will never forget our brother, Frank Baynton, taken before his time thanks to the pills we are handed with our breakfasts every day. We could negotiate with the representatives of striking workers to end all ongoing strikes for a price.

Collective Bargaining would allow the Supervisor to meet with representatives from any and all strikes together, so as to more quickly find favourable terms that will benefit all of us!


Working people will take part in the decision making process through Workers' Councils. This should give them an alternative to going on strike.

If we form a Workers Council we would eliminate the need to strike altogether by directly making decisions that affect ourselves! Of course, the decisions we make won't always go exactly as we expect, given that we don't have the full picture here on the ground.

Sir, several engineers want to share with you their concerns about Workers' Councils and ask for reassurance.
"We appreciate your efforts to motivate the workers, but giving them too much power would diminish our authority and blur the responsibility. And before you commit to any of their ideas, remember that they know nothing about generator design."

A worried medic reports an outbreak of venereal disease at the House of Pleasure. "At least one of the employees got the clap and is spreading it. We must start mandatory medical examinations of the staff and send the infected home, or at least isolate them."

1402. A pox must have been carried in by one of the newly arrived workers and is rapidly spreading through frequenters of the house of pleasure. Those afflicted will be treated as gravely ill in order to limit further transmission.


Sir, people working in the deepest part of the shaft report rumbling sounds and slight tremors coming from below. They complain of getting dizzy from toxic fumes coming through the cracks. We might be forced to evacuate them quickly in case of emergency.
To do this, we'll need safety equipment for both the rescuers and the shaft crew. It will also protect workers from the fumes, improving workplace safety. Shall we start making it?


1422. Need for safety equipment is becoming increasingly apparent. Five steam exchangers will be required.


1920. Arrival of requisitioned workers. As construction site has maximum number of assigned workers, new arrivals are assigned to machine shop to begin production of new steam exchangers.

Representative Howard: My friends! The last few days have seen nothing but victory for us, the common man and woman! Since our last meeting we have made it clear to everybody on this job site that the working class is the true power here. Inch by inch, we are making progress. The latest ground conceded to us by our dear Supervisor is the right to determine laws amongst ourselves, when it comes to things that affect us directly. To that end, I give the floor to my brother, Representative Danvers.

Representative Danvers: Thank you. The motion that is presently on the table is one put forth by Mary Walker and seconded by myself. The proposal is that the hardest workers among us should be granted days off. With a show of hands - all in favour? And all opposed? The motion is rejected. Thank you for your vote, comrades.

Representative Stanwick: On that note! Our generous employers have made three new laws available for us to vote on! These will affect everyone in the camp, not just those of us in the Union, so think carefully about your choices here.


If people could get together in the Chapel to listen to words of scripture, it would raise their spirits.

We could allow an official Evening Service at the chapel to lift our spirits.


Those who give their lives in service to the Empire deserve the highest honour. We will send their bodies to England in steel coffins and bury them at the company's expense.

The Company is offering Company Funerals out of their own pocket should the unthinkable happen again!


Workers' Councils are great fonts of innovation, but too often they go astray. We need to control which of their ideas are publicised.

And as we've all just seen, it's hard coming up with good ideas that will benefit all us workers! The Company wants to help us out with some suggestions from their Official Doctrine.

I've also gotta say that seeing the Generator be slowly built strikes home how big it really is. Reaching deep into the earth to (presumably) find geothermal energy. I thought the round square around the Generator was for looks, but apparently not.
