Basically all the math comes down to assuming the Packers will score 1 more time and the Lions can get 2 more TDs:

23-12: Packers can score a TD, Lions need 3 scores. Packers score a FG (26), Lions get 2 TDs to tie

23-13: Packers score a FG, Lions win with 2 TDs. Packers score a TD, Lions win with 2 TDs.

23-14: Packers score a FG, Lions win with 2 TDs. Packers score a TD, Lions win with 2 TDs.
