My assumption is that they've agreed to this mostly because they didn't get the coup they wanted in Al Shifa and want to appease the hostage families in Israel, so that they can then turn around and go back to murdering Palestinians. If they don't have to worry about creating the impression they're trying to rescue hostages they can just blow up hospitals going forward.
