They are actually relegated. While I'm sure they'd pull strings if flamengo was in this situation, Santos doesn't have that pull. As for why, there's a few reasons - Santos has always been an oddity, the only big team not in a state capital. They've been able to succeed because they have an amazing youth academy. So they sell young and hire old. This year they sold one of their youth to Chelsea but then refused to sell another to Roma and that created some drama. - former Brazilian national Falcão was their director. Turns out he's a creep and serial sexual harasser.
