And the rules are not extremely hard and fast, but things need to strobe between 30 - 60hz to cause a seizure. And any reaction below 3hz is almost unheard of.

The strobing in Arf Jason's gif is I believe 2 - 4 hz, that is to say, it flashes between 2 -4 times in a second. That is nowhere near the point needed to trigger a an epileptic reaction, inducing a migraine at 2 - 4hz is exceedingly rare.

For the record, here is what 60hz looks like

These two videos are pretty much where the danger zone is, with a huge drop off as it gets less and less intense in strobing.

There is simply not a perceivable way for the gif that ArfJason posted could have caused a migraine.

e: I'm actually intellectually disabled, and I have all of these problems that are very severe for me personally, and it's upsetting people using these things to try to attack people. I'm not trying to be "one of the good ones" or whatever, I just think that if we're going to discuss this like rational adults, then we should all take 5 seconds to google it.
