There are way more PI flags on plays with questionable contact, poorly thrown balls, debatably catchable passes etc. than there are on plays where a WR definitely would have caught the ball if the defender hadn't interfered. 15 yards is already a generous penalty and it's annoying to see dudes get handed 40 yards because the quarterback massively underthrew his WR but got bailed out by a flag
