Replays should be at the discretion of the lowest ranked team, decided before the round is played. Like yeah Aldershot should be entitled to their money spinning replay against West Brom if they can get it, but Everton should equally be able to say "nah we good, just go straight to penalties" rather than host this pointless and entirely unwelcome replay vs Palace.
