I'd be shocked if they couldn't pinpoint who tweeted what. Apparently there were only two people with access to Trump's Twitter, Scavino and Trump. If it came from Trump's phone, it'd be him. Anywhere else, probably not him. Given that they have so much inside knowledge, they can probably also pick out tweets they know trump sent, and check them against the phone to be sure. Plus Scavino talked to the special council, which means he probably flipped to save his skin.

Even if they can't tell who did which tweets from the data itself, it's not like "Actually Scavino was the one encouraging the rioters via tweet!" would hold up to one second of scrutiny given all the like. You had this tiny window where all but the craziest agreed that poo poo was hosed. Mitch came out and called it an insurrection (even if he didn't have the balls to impeach because he was worried about the mob). That even if you couldn't blame trump, basically anyone who was anyone agrees that the attack itself was unacceptable. And then day by day it walked back, to the point where a huge chunk of the Republican party has just accepted that no, it was okay to do that.
