I'm willing to bet every president has mishandled documents to a certain degree bc people are people and can be sloppy. But it's been moderate and quietly buried. It seems like one of those 'everyone involved knows it happens occasionally, no one talks about it so it doesn't become An Issue' things that Trump then abused to the point that an overall crackdown was necessary/ is happening.

Like, I definitely think Obama, Clinton, and both Bushes have taken and hidden documents from their presidencies, but not a whole bathrooms worth lol. And not anywhere visible for people to stumble into.

What this whole thing has exposed is that even with the supposed 'tight controls' of security the White House has, no one is really paying attention to this poo poo - or even if there is, you can easily fire them and then no one is. Exiting Presidents have likey used this to their advantage for a while.

One of the basic issues is that it's very easy to mishandle documents when you're practically bathed in them. A lot of things end up being classified for no really good reason either, the classification system ends up being slapped on many otherwise routine matters. Things can fall between "T/S SCIF" and "I saw it on CNN", and it's also possible that a bunch of stuff ends up being retroactively classified after being given to someone, as happened to some of Hillary's emails. So there's a lot of reportage that isn't nuanced enough to get into what kind of stuff was found, like was it things like memos that gave a low level analyst's opinion on the Russian envoy to the UN's pattern of parking tickets, or was it how many ICBMs do we think Russia currently has?

Most former presidents tend to comply when asked to hand back documents which they likely didn't even know they had. They hand them over and that's that.

yeah literally every confidential information policy on the planet is written to make any disclosure as unlikely as possible, which also makes the policy practically impossible to follow perfectly. but that's not really a problem. when little violations happen, you review them and you say "this isn't really that big of a deal".

this is part of the context behind trump's flagrant disregard for CI by warehousing that poo poo near the shitter. a lot of people have mentioned over a couple threads that if trump had just not acted like a cloud-seeking douchebag and returned the documents when asked, all would have been forgiven and forgotten. the fact that he illegally took them in the first place, the fact that he stored them improperly, the fact that he discussed them improperly, the fact that he did not even attempt to restrict access, the fact that he intimated he'd destroy them - none of it would've mattered. that's how these sorts of policies generally work. as long as you comply EVENTUALLY and properly disclose what threats might have occurred, it's generally not too bad.

it's only a problem when you do a "TRUMP".
