Edit: The NYPD just put out a statement. They don't back Sliwa's claim that he was shoplifting. They said that someone called the cops because he was getting confrontational with members of the guardian angels and trying to "disrupt a live television interview." They gave him a ticket for disorderly conduct and let him go. There is no confirmation on whether he was a migrant or not, but apparently someone mentioned he had family in Venezuela and that was what lead Sliwa to claim he was a migrant. In fairness at the time, penal labor was a completely acceptable and accepted punishment for crime that was by no means unique to the US. It's just that unlike most other countries, the US decided it loving loves using prisoners to make money for the rich and so never reformed away from it later.

I've absolutely heard of Covenant Eyes before, but I have not heard of a father and son using it. Generally it's assumed to be for you and another consenting adult, equal partners who are trying to stay away from porn and have agreed to keep tabs on each other. Father and son, though, that is equal parts creepy and "no way that's gonna work" And aside from all that, the security aspect is a pretty huge problem.
