Fish have a swim bladder which is sac that can fill with air and this helps them remain buoyant and surface and dive like ballasts in a submarine. If for some reason they can't regulate the air inside, they won't be able to dive at all or it will at least require exerting a lot of energy to do so and they will eventually tire and die. You can puncture them in a specific area to release the pressure. I don't know how well that will heal or if that fish is liable to have that problem again but at least they are in a better condition than they would be if it weren't done.
