They don't *have* to, Bungie just chose to eliminate a whole class of game friction by making your aim identical to your POV. Some games do it more realistically, at the cost of the player having to correct their aim for the bullets being a little more down and to the right than the crosshair implies, or sometimes hitting an obstacle you thought you had a clear shot past
