Everybody knows that the first thing that happens when it's tested by a government in a procurement process is that samples are sent to a lab, and it's not that hard to figure out what's in propellant, but the problem is that you can't make it because of IP laws or whatever, the government certainly can't send the samples they are given to a company here to reproduce.

This is true for a bunch of things of course, but Next Generation Propellants are all single source because of those IP restrictions.
