As far as I've heard it's just the rebel Russians fighting there, but if the news is from Russian state sources, they have an interest in presenting it as a Ukrainian assault rather than as Russians dissatisfied with their overlord.

They could be trying to evac the Russian Legion troops who have been reported fighting in the area the past few days. There have been several videos of them supposedly surrounded and on the recieving end of a lot Russian ordnance yesterday, maybe they thought it was a good time to get out. I doubt the Ukrainians have plans to breakthrough Belgogod in order to surround the Russian army in Ukraine.

The point of the staged elections is to demonstrate to your population how firmly you have control of the power structures to make that staging happen with no hiccups. Dissent can cause hiccups in the fake elections. If people see hiccups in the performance they may begin to doubt your ability to murder them and their families if they act on their dissent, and dissent can cause.... etc

I mean yes, Russian news say they killed hundreds of them effortlessly, but despite these "hundreds" of losses they were apparently still able to force evacuations of several border towns. I would take any Russian statement on this with not just a grain of salt, but with the entire dead sea. Like, they claim that a missile strike in Odessa that killed eight civilians and two first responders yesterday killed five hundred Ukrainian troops and two generals. They are bullshitting you! They are never a reliable source! Also Ukraine is absolutely getting value for money out of these. The folks from the "Russian Legion of Freedom" or whatever they call themselves are card-carrying fascists, their deaths are absolutely to everyone's benefits, but if they throw away their lives running across the border with some Humvees and no expensive armor, they make Putin look unable to secure his own border and force the Russians to keep some amount of defenses manned away from where the main fighting is going on.
