If you or someone you liked was in the back of that thing you probably wouldn't care so much. It doesn't take long driving in a crowded city before most people just say "gently caress this poo poo" and id imagine ambulance, fire etc are probably the same way except they need to be somewhere right fuckin now and have the right of way, vs middle manager tom in his clapped out Chrysler 300 who thinks he's the big man because he just got that 100$/yr raise on his salary.

The real OSHA in the that video is wearing your gloves while driving. To answer your question it varies from region to region. Some places in the US or other countries hand you a set of keys and say "figure it out". Other places make you do advanced driving courses of varying levels. My service had us do 3 weeks driving training, and before you passed that you were not allowed to even sit in the driver seat of an ambulance.
