Couldn't they just shut down the line between those two places and shuttle people to the stations via buses? Its a really cool flex though.

Some light searching tells me this is standard procedure in china for when the bridge spans over roads/railways, found several bridges and overpasses made exactly the same way. Make the bridge over unused land to the side then rotate it into place so no major construction happens over where the bridge is supposed to be.

Voter turnout for the post-reform elections was pretty low and I know that's a painful sticking point for the CPC, a properly functioning socialist democracy needs engagement from the masses to be legitimate. I'd be interested in any kind of reflection or insight on what their long term approach will be to fix that. But I'd only trust a piece from a chinese communist and definitely not any western liberal freaks.
