They could very easily believe that seizure of assets from Trump will not be a problem for the NYAG. The only big takeaway is that they are not likely to overturn Engoron's decision. The amount of the bond now is after a request from an appellant who showed, at least when taken at face value (which courts typically do for this type of motion), that the OG undertaking was not possible with his current asset makeup. Most people that request a reduction with some sort of prima facie showing is going to get a little bit of relief. That's just how courts like to split the baby at the early stages.

Judges typically do not want to be in a political spotlight in any way, and reducing the fine to the bond amount makes things relatively neat and tidy.
