The concrete piers are to provide a solid foundation that can stand up to the sea, at high tide there's not usually much of them above the waterline.

imo there's really not much of anything manmade that could take a shot like that without disastrous results. Best bet would've been a good captain with a good fully loaded cargo ship that could've rammed the bad ship before it crashed into the bridge
