As I understand it was literally the opposite. Rome collapsed as wealth became more and more concentrated in fewer and fewer hands, who increasingly cut out funds to the army and its citizens and shrank the Empire to preserve their own fortunes. The "barbarians" that overran Rome were initially invited in under the auspice that a mercenary army was cheaper to keep around then actual legions. This all lead to the army tying to cut them out of the process by picking their own Emperors by hand, which lead to things like "the year there were four different Emperors because they kept getting assassinated / run out / replaced"

No, jubilees were pretty common in general in ancient days, there are many reasons why the Roman empire weakened over time but one of the main reasons is that their aristocracy hated paying taxes and hated paying soldiers so they were always hard-pressed to defend themselves from the Germans/Bulgars/Arabs/Crusaders/Turks or whoever came knocking at the door.
