Florida is the only one that does not at all, and when it does, it is typically nothing more than flurries at the northern border. It snows significantly more in Hawaii than in Florida. Pretend that the highest peaks of Hawai‘i and Maui are Georgia.

One year we had a potential for ice on some of the bridges so the city covered them in sand because they didn't have salt.

I mean .....sand is still pretty commonly used even in the Northeast and other places where they deal with snow regularly. It's less damaging to cars and the environment, even if it doesn't actually help melt the snow. That said, it's obviously done as a choice, not because the cities don't have salt or plows.

In our case, we didn't get ice so we just had sandy slippery roads for a few days before it was mostly cleared off by drivers.

It may have even been in this thread, but I remember someone posting a clip of a penguin slipping and falling on ice and it made a sound very much like gently caress and all the other penguins looked at it and also made a sound except it was FUUUUUUUUUCK.
