His word salad about IRA didn't make any sense, but basically they can't import batteries from China anymore in order to qualify for the tax credit (which is the only way the cars are profitable in America) and they can't use 4680 for the smaller cars and no one else wants to buy them, which is vertical integration coming back to bite them in the rear end. So, basically, Tesla Battery Day 2020 was a huge success.

I do this for a living and it’s SO easy to make batteries in the US now every auto OEM has announced a ton of factories of which a handful will be built. Red state governors are handing out 8 figure tax breaks for new factories like candy and you can import materials from china and re-work them in the us to launder batteries. There are so many loopholes in the IRA you could drive a cyber truck through one if you could find one that can drive.
