Inform7 is a program that allows you to make "interactive fiction," or text adventures like such early classics as Zork, The Leather Goddesses of Phobos, and The Hitchhiker's Guide to the Galaxy.
The programming language is written so that it mimics natural language, which makes it a lot easier for people without programming experience to understand and start working with. That said, there are even simpler options, for example Quest and Squiffy, which are available here http://textadventures.co.uk/ (you can also play a lot of different text adventures there). Those options are less flexible than Inform7 but easier to use.
Games made in Inform7 are packaged as .zblorb or .gblorb files which can be read by an interpreter. An interpreter for zblorb files is Frotz: http://frotz.sourceforge.net/
Here is a link to very quick example of "interactive fiction" which I made with Inform7. you will need Frotz to play it.

I haven't used twine. The interface looks nice to use. Reminds me of Storyspace which is like 20 years obsolete and I can't believe they're even still selling it anymore? Is it as flexible as Inform7 though? What I like about Inform is it really is just a programming language so you can get pretty complicated with it if you want to.

nah by no means. its a CYOA platform instead of a parser based one but honestly unless youre going for a puzzle heavy game (Please play Counterfeit Monkey) i find that a lot of the time the CYOA template helps focus games rather than restricting em
