The plan for part 3 was it was going to be Tom vs Michael but Robert Duval wanted to be paid as much as a lead if he was going to essentially be a lead so they against it and he is dead in 3.

In the novels Tom is very good at leading and the Corleone Family is referred to as The Irish Gang by their rivals because of Tom's deep involvement, that would have been much better than the train-wreck that was Pt III
