Generally, a big school's out-of-conference games falls into three categories: marquee match-ups, non-conference rivals, and cupcake games. Cupcake games, also known as pay games or bodybag games, are where big schools pay about a million dollars to a small school so the big school can have an easy win at home. 24 out of 25 times, the cupcake gets destroyed, but get money so their athletic program can provide. For some reason, Syracuse (which could be considered a big school) made a deal with Liberty (which joined the Football Bowl Subdivision a few years ago and is definatly a small school) so they play two games at Syracuse and one at Liberty.
