Best case is health care dies and we get to spend August asking them why rich people need a huge tax cut.

They create jobs, duh. Republican voters believe this, forgetting or ignoring all the time that the "supply and demand" model of capitalism doesn't work if no one is paid enough to provide the "demand" part. We've already breached that threshold to be honest and I'm surprised more people can't see it.

I have no car payment, my house is paid for, I have health coverage, good credit and make slightly above the median household income for my area and I STILL have very little left at the end of a pay period. All it takes is suddenly needing new tires, an AC repair or any of the usual unexpected expenses that affect everybody to put me in a bind where I have to use a credit card for something. I buy cheap and go to flea markets, consignment shops, garage sales and poo poo like that. I don't buy expensive things and am pretty cheap and frugal. I don't visit the doctor unless I really need to. I don't take expensive vacations. I get my books from the library.

The only real expenses I have are utilities, car insurance, property taxes and child support and it's still a bitch getting those numbers to balance. I can't imagine what it's like for your average person driving a truck, waiting tables or doing landscaping work in AZ or something and why those same people convince themselves to hate unions, willingly give up their power and leverage as workers and rationalize voting Republican somehow.

I remember that number being important for the bill to pass to the Senate, does passing it back to the House not have the same requirement?

You might be confused by the minus sine. They both reduce the deficit by more than enough.

budget is a "need" to pass tax cuts, its a prerequisite for the 2018 reconciliation bill and for some reason the HFC won't accept a "TBD, but with reconciliation instructions" (this is what they did to get the Obamacare reconciliation bill) and is causing a whole mess

not nuking the financial system is a "need" for their wealthy donors who have their money in the global financial system

letting the government shut down, that they can tolerate

This all assumes the Republicans are rational and informed actors. Given the stupidity around the last default crisis, I don't think that is a safe assumption.

republicans believe tax cuts are a positive thing to run on as long as there's a token cut below the top bracket

And mid to lower middle class blue collar people vote for it even though their taxes only go down like $150 a year while decrying unions, pensions and collective bargaining rights at the same time they bitch about the dead end job they're stuck in, how little time off they get and their heavily regulated meal and personal break times.

It's astonishing to me.

Their preference is a fully-funded Obamacare. In a world where the cheeto nazi is able to withhold subsidies for many states, sticking the insurance companies with must-issue, community rating, and Trump maliciously refuses to pay them the subsidies (which would lead to a death spiral and companies pulling out of the exchanges), then they'd rather reluctantly have the Senate bill.

I would agree anything out of the T series is a load of loving garbage. I bought a y510 that had the motherboard die on it twice. Once in warranty and once outside. Had to sell the damned thing for parts.
They have been steadily slipping. Meanwhile my T400 is still kicking with all the original parts.

it's worrying that collins, despite being a supposed no who won't even allow this to proceed, sees the need for such an amendment though
