Yeah, the Impossibles, Fluid-Man, Coil-Man, and Multi-Man. I only remember this because it was a question in the "Triva-Off" from "Bring Me the Head of Boba Fett" the pilot for the Welcome to Eltingville cartoon for Adult Swim, based on the Eltingville comics by Evan Dorkin which wasn't picked up for a series. Here's a link to the scene in question.

Doesn't wearing a costume at all protect you from the cops? If you're wearing a costume then you're a Batman/Spider-man/Whoever-It-Is problem, no reason for them to get involved.

This reminds me of a comic where the villains were discussing where to do crimes. You don't want to get into Daredevil's territory because he'll break your bones but if you do crime in Spider-Man's territory he'll just web you up and leave you.
