Just for comparison's sake: The IRS has 89,500 employees, and a budget of around 11 billion dollars. The U.S. has a population of about 310 million people. The Canada Revenue Agency has about 40,000 employees, and a budget of 4.2 billion dollars (U.S. dollars). Canada has a population of about 34 million people. The Australian Taxation Office has about 22,000 employees, and a budget of about 4 billion dollars (U.S. dollars). Australia's population is about 23 million. Massively, massively underfunded. To a ridiculous degree. And the really ridiculous thing about it? Funding them more doesn't cost us any money! In fact, spending on enforcement increases our revenue substantially. To be fair, it's mostly the fault of tax preparation industry lobbying (H&R Block et al). For the vast majority of people, the IRS could just send them a postcard that says "does this sound right?" and they could check the "yes" box and be done. But the tax preparers won't allow it, because it would be the end of their gravy train. loving assholes.

I really don't get the tax system over there. In over 20 years of paying tax on my pay, I have never had to fill out one piece of paper to pay the correct amount. Having to do tax returns, get refunds, itemise or whatever it is you have to do, just confuses me. It's one of those things that I don't need to think about. It's a shame that the lobbyists over there won't allow it all in the name of the mighty dollar.
