A diesel engine will belch smoke when running at or above the optimal fuel/air mixture for power, which obviously isn't optimal for emissions compliance. So yes, it's tuned to belch as much smoke as possible and as a side effect extract as much power from the fuel as possible with no regards to emissions. Since diesels are fuel-controlled and not throttled like gas engines, all emissions-legal diesels have an air/fuel mixture which ranges from "ridiculously lean" at idle to "slightly lean" at full bore.

Which is actually fantastic, because then you can go out and buy a several position selectable chip that gives you a very sudden enormous power increase, which feels completely badass.
