Her hair fades away, as if it was turning into ashes, when she does her thing. As far as the Loup chapter, Forest Annie didn't have that issue

Forest Annie's hair was glowing as it grew "quickly" during the Loup conversation (which some people used to speculate that something was up). So I'm going to speculate that Court Annie's cut hair glowing and shooting sparks might be some side-effect of the split.
