I assume the article in question was written about Moscow, and the two cities aren't interchangeable, though they were both capitals of Russia at different times. Maybe they felt that the clue was misleadingly written? I dunno.

I think the judges will always give it to you on review if there's any possibility of ambiguity, just to be on the safe side And this one didn't really matter in the end. Before and after the score change, he was still in first place going into final and didn't have a runaway. So it shouldn't change the wagering strategy
