No, this weirdness about uncoerced sex work (because OF COURSE coerced sex work is bad, that's just slavery) is, in my opinion, 100% residual Protestant worldview that has seeped into every nook and cranny in the Anglosphere 's culture. It's loving gross and it should stop.

I’ll fully admit that I have personal, moral misgivings about treating sex as a transaction or commodity, but that is ultimately trumped by my belief that workers should be protected and have their material conditions improved regardless of what they’re employed to do.

The names for many CAPs are unclassified, and, in some cases, known to the public (their substance is classified). There are, however, also unacknowledged CAPs. These are CAPs whose existence is known only to those who are authorized for access to the information.

Outside of the Intelligence Community the equivalent term for similarly sensitive programs is Special Access Program (SAP). Executive Order (E.O.) 13526, Classified National Security Information, defines a SAP as “a program established for a specific class of classified information that imposes safeguarding and access requirements that exceed those normally required for information at the same classification level.” Although CAP is the IC term for a SAP, CAPs are managed separately from the SAPs established under the authority of the National Security Council (NSC) or the non-IC components of the Departments of Defense, Justice, Homeland Security, State, and Energy.

CAPs vs. Classification Levels

A CAP is not a level of classification. A CAP is a compartmentalized control system within a level of classification, involving compartments and sub- compartments. Levels of classification include TOP SECRET, SECRET, and CONFIDENTIAL indicating the relative sensitivity of intelligence activities, sources and methods described within, and the relative damage to United States national security that could result from the document’s unauthorized disclosure. Within the IC, CAPs are most commonly compartments or sub-compartments of the TOP SECRET level of classified intelligence.

CAPs vs. Dissemination Controls

CAPs are not the same as dissemination controls. Dissemination controls are markings appended to the security classification that provide guidance on additional restrictions on access to, or dissemination of, a document. Common dissemination control markings include ORCON (the document’s originator controls further dissemination), PROPIN (contractor proprietary information), REL TO (releasable to a particular foreign partner(s)), IMCON (controlled imagery), RELIDO (releasable by a designated Intelligence Disclosure Official), and NOFORN (U.S.-only; no foreign dissemination). Separate dissemination control markings exist for non-intelligence information.

The names of personnel granted access to a CAP are to be kept in the designated IC database that serves as the repository for verifying and validating individual CAP access.

Congress has acted to supplement IC and NARA oversight measures for CAPs in order to have a better understanding of the purpose and impact of these sensitive programs. The Intelligence Authorization Act (IAA) for Fiscal Year 2022 requires that each IC element provide a baseline report giving information on each CAP, to include for each program the date it commenced, its rationale, annual funding, and current operational use. The report is to go to congressional intelligence and appropriations committees and to Senate and House leadership.

In addition, the IAA for FY2022 requires the head of each IC element to submit an annual report to the congressional intelligence and appropriations committees of the Senate and House of Representatives on CAPs the element administers. The reports are to include (1) a list of the compartments and sub-compartments for each CAP that is either active or was terminated during the previous year; and (2) (for the annual report submitted by the DNI), a certification of whether the creation, validation, substantial modification, or termination of each CAP is “substantiated and justified.”

The climate was like a fratty LSD version of 2008 Wall Street bankers, which bodes ill for AI safety.

Women are like canaries in the coal mine. They are often the first to realize that something has gone horribly wrong, and to smell the cultural carbon monoxide in the air. For many women, Silicon Valley can be like Westworld, where violence is pay-to-pay.

I have seen people repeatedly get shut down for pointing out these problems. Once, when trying to point out these problems, I had three OpenAI and Anthropic researchers debate whether I was mentally ill on a Google document. I have no history of mental illness; and this incident stuck with me as an example of blindspots/groupthink.

I am not writing this on the behalf of any interest group. Historically, much of OpenAI-adjacent shenanigans has been blamed on groups with weaker PR teams, like Effective Altruism and rationalists. I actually feel bad for the latter two groups for taking so many undeserved hits. There are good and bad apples in every faction. There are so many brilliant, kind, amazing people at OpenAI, and there are so many brilliant, kind, and amazing people in Anthropic/EA/Google/[insert whatever group]. I’m agnostic. My one loyalty is to the respect and dignity of human life.

I'm not under an NDA. I never worked for OpenAI. I just observed the surrounding AI culture through the community house scene in SF, as a fly-on-the-wall, hearing insider information and backroom deals, befriending dozens of women and allies and well-meaning parties, and watching many them get burned. It’s likely these problems are not really on OpenAI but symptomatic of a much deeper rot in the Valley. I wish I could say more, but probably shouldn’t.

I will not pretend that my time among these circles didn’t do damage. I wish that 55% of my brain was not devoted to strategizing about the survival of me and of my friends. I would like to devote my brain completely and totally to AI research— finding the first principles of visual circuits, and collecting maximally activating images of CLIP SAEs to send to my collaborators for publication.
